S. Kings Ave. Reduced to Single Lanes on Sept. 6 for Tree Trimming and Removal

On Saturday, Sept. 6 from 9 a.m. to 4 p.m., South Kings Avenue will be reduced to one lane northbound and one lane southbound from Buckhorn Creek Road to West Bloomingdale Avenue for tree trimming and removal.

Motorists are advised to expect delays. Please use caution when driving, biking and walking in the area.

Tampa Bay Water’s crews are performing this work to prepare for the tunnel crossing of Bloomingdale Avenue as part of the South Hillsborough Pipeline construction.

Crews to Begin Utility Location Work at Limona Road and Lakewood Drive on Aug. 26; Night Detour at Limona Road at CSX Railroad Crossing Sept. 2-10

Crews confirming the location of underground utilities will mobilize to Limona Road just east of Lakewood Drive ahead of schedule. Limona Road will now be closed at Lakewood Drive from 9 p.m. to 6 a.m. from Tuesday, Aug. 26 through Friday, Aug. 29. Motorists will be detoured via Bates Street and Lakewood Drive to get around this closure. The intersection will open over Labor Day weekend.

Beginning Tuesday, Sept. 2, Limona Road will be closed between Short Street and Victoria Street from 9 p.m. to 6 a.m. nightly as crews begin utility location work at the CSX railroad crossing on Limona Road. Work will take place on the north and south sides of the railroad crossing and last approximately one week, depending on weather and how quickly crews confirm utility locations.

Motorists should use Bates Street, Lakewood Drive and North Hilltop Road to detour around this area during the night closures. Please follow all posted detours and use caution when driving, biking or walking in the area. Click this sentence to open a detour map on Hillsborough County’s website.

Night Detour at Woodberry/Limona Road at Lakewood Drive Aug. 20-29; Sept. 3-12

Beginning Aug. 20, 2025, detours will be in effect from 9 p.m. to 6 a.m. at Woodberry/Limona roads and Lakewood Drive as crews confirm the location of underground utilities. Work will begin in the westbound lanes of Woodberry Road just west of Lakewood Drive and will last approximately one week, depending on weather and how quickly crews confirm utility locations.

Crews will pause work and open the intersection over Labor Day weekend, and resume Sept. 3 on Limona Road, just east of Lakewood Drive. Work on Limona Road is expected to last approximately one week.

While work is on the west side of Lakewood Drive, motorists traveling on Lakewood Drive or Limona Road who need to go west will be detoured to Brandon Boulevard (SR 60) and North Falkenburg Road. Eastbound traffic on Woodberry Road will be open using the right-hand turn lane to proceed north, south or east at Lakewood Drive.

When work is on the east side of Lakewood Drive, Limona Road will be closed at Lakewood Drive. Motorists will be detoured via Bates Street and Lakewood Drive to get around this closure.

Night Detours at South Kings Avenue at Bloomingdale Avenue Aug. 10-22

Beginning Aug. 10, 2025, the northbound lanes of South Kings Avenue will be closed from 9 p.m. to 6 a.m. north of Bloomingdale Avenue for underground utility location work. This work will last approximately one week, depending on weather and how quickly crews confirm utility locations, then work will shift to the south side of Bloomingdale Avenue.

While work is on the north side of Bloomingdale Avenue, motorists traveling north on South Kings Avenue will be detoured at Bloomingdale Avenue to John Moore Road and Providence Road. While work is on the south side of Bloomingdale Avenue, motorists traveling north on South Kings Avenue will be detoured at Greenbriar Drive to Sherry Drive to Bloomingdale Avenue. Southbound traffic on South Kings Avenue will be unaffected. Please follow all posted detours and use caution when driving, biking or walking in the area.

Pre-Construction Surveys to Begin Soon

The South Hillsborough Pipeline project team is beginning preconstruction surveys this summer of selected structures within private property located along the planned pipeline route. If your property is directly adjacent to the pipeline route, you will receive a certified letter from Seismic Surveys (SSI) prior to the start of construction in your area. SSI is the firm that will perform these inspections. This letter will offer a voluntary preconstruction interior and exterior survey of your home, including photographic and written documentation of your property’s “before” condition. This survey is a precautionary measure used to protect all parties involved.

We encourage you to take advantage of these free inspections. Inspections will occur over the next 12-16 months, preceding construction as it progresses.

Also, in late June, you may see surveyors in the field and crews identifying existing utilities and taking pre-construction video along the route.

Pre-construction Update

Pre-construction work begins this summer

Crews will begin preparing for construction of the South Hillsborough Pipeline starting in July 2025. You may see surveyors in the field identifying reference points and construction boundaries, or crews clearing trees or trimming tree canopies where construction will eventually take place. The project team is currently on schedule to begin construction as early as this fall at trenchless crossing locations. Trenchless crossings are areas where the pipeline will be installed by tunnels under roads and waterways to minimize impacts. Tunnelling operations will take place under Falkenburg Road, State Road 60, Alafia River, Boyette Road, Balm Boyette Road and several other locations. Crews are scheduled to begin open cut construction in March 2026, which involves digging a trench into which the pipe is installed. Tampa Bay Water will provide advance notice before construction begins and will update the schedule once exact dates are known and permits are received. The 90% design plans are now complete

The project team reached an important milestone with the completion of the 90% design plans for the South Hillsborough Pipeline. These plans include the revised alignment of the pipeline, as well as detailed descriptions and technical aspects of the pipe profile. The 90% design plans also include information on the trenchless crossings (tunneling) that will be performed for the project. Tampa Bay Water’s project team is now working to finalize the plans and obtaining all the pertinent permits, so it can finalize the project’s costs and schedule.

Tampa Bay Water receives green light to pursue new alignment near Fishhawk Ranch West

Tampa Bay Water has received the green light from the Hillsborough County Environmental Lands Acquisition & Protection Program (ELAPP) General Committee to request a new alignment through the conservation easement owned by Fishhawk Ranch Community Development District (CDD) and Hillsborough County. This comes after Florida Fish and Wildlife also gave the go-ahead to pursue the new route. The new preferred route alignment will follow an unpaved trail within a construction easement to cross the easement south to Boyette Road. To move forward with the new alignment, Tampa Bay Water must acquire easements from the Fishhawk CDD and Hillsborough County, and Hillsborough County’s Board of County Commissioners and Florida Fish and Wildlife must approve the acquisition and mitigation plans. If approved, the new alignment will reduce impacts to trees, since it takes advantage of a previously altered pathway. This route is also shorter, so it will have lower construction costs and reduce impacts to residents. Tampa Bay Water thanks residents for their input in refining this portion of the pipeline route.
The preferred route south of Fishhawk Boulevard and east of the Fishhawk West community will follow an unpaved trail within a construction easement to cross the conservation easement south to Boyette Road.

Tampa Bay Water to Request New Alignment along Unpaved Trail

Tampa Bay Water has received the green light from Florida Fish and Wildlife to request a new alignment through the conservation easement owned by Fishhawk Ranch Community Development District (CDD) and Hillsborough County. The new preferred route alignment, shown in yellow on the map, will follow an unpaved trail within a construction easement to cross the conservation easement south to Boyette Road. If approved, the new alignment will reduce impacts to trees, since it takes advantage of a previously altered pathway. This route is also shorter, so it will have lower construction costs and reduce impacts to residents.

Tampa Bay Water will request approval of this route modification from the Fishhawk Ranch CDD and Hillsborough County Environmental Lands Acquisition and Protection Program (ELAPP) later this year. Tampa Bay Water will present at ELAPP’s general committee meeting, which begins at 4 p.m. on March 31, then request Hillsborough County Board of County Commissioners approval later in 2025.
