Detours and Alerts

Victoria Street Closed Starting June 15

Beginning as early as 7 a.m. on Monday, June 15, 2026, Victoria Street will be closed to through traffic between Limona Road and North Parsons Avenue for South Hillsborough Pipeline open-trench construction

Before construction begins, crews will be in the area trimming and removing trees. A certified arborist will oversee all tree activities, and efforts will be made to preserve trees where possible.

Work will begin at Limona Road and progress eastward in phases. Victoria Street will remain open to local traffic only from Limona Road to Parsons Avenue but will be closed to through traffic. Construction on Victoria Street is expected to continue through early December, barring unforeseen conditions. The contractor is working to get past Brandon High School before the school year starts in early August. During this time:

  • Through traffic on Victoria will be detoured using Parsons Avenue, Brandon Boulevard, North Hilltop Road, Limona Road, Bates Street and Mook Street.
  • Meade Street, North Kings Avenue, North Knights Avenue, and North Moon Avenue will be accessible for local traffic only until active construction approaches. These roads will be closed at Victoria Street when pipeline construction approaches these intersections.

When crews are working just east of Limona Road, residents should access the neighborhood via North Parsons Avenue or Amana Avenue.

The contractor will make efforts to keep sidewalks on Victoria Street open. If a section must be closed for safety reasons, a pedestrian detour will be put in place.

Motorists should expect delays. Please use caution when driving, bikingor walking in the area.Crews will work Monday through Saturday from 7 a.m. to 6 p.m.

Why Aren’t Crews Working During the Day on Boyette Road?

Residents on social media and in contact with the project team are asking why lanes on Boyette Road are closed if crews are not yet working. There are several reasons, but the most important reason is safety.

Crews are working at night for several nights to close the westbound lanes of Boyette Road in phases to keep motorists and workers safe while traffic signals are moved, installed or retimed. They are also restriping travel lanes and placing barricades and barrels for the new traffic pattern. Closing the lanes in phases allows Hillsborough County and the project team to monitor the new traffic pattern and make adjustments before construction begins.

While it may look like nothing is happening during the day right now, residents should know that the project team has carefully planned each segment of construction to ensure a safe traffic plan and a safe construction zone.

Site preparation is an important part of that plan. Once the westbound lanes are fully closed, crews will:

  • Trim or remove trees from the right-of-way or construction easements
  • Deliver 25-foot segments of 4.5-foot-diameter pipe to the area
  • Deliver heavy machinery to the area, including excavators, dump trucks, trench boxes and more
  • Excavate small areas to confirm the locations of utilities beneath the roadway before major excavation occurs
  • Install dewatering systems
  • Remove asphalt and install the new pipeline

Once pipeline installation begins, the contractor will work in a rolling operation with three sections:

  • The forward section will provide space for materials and safety
  • The middle section will be active construction
  • The trailing section will be restored with a temporary drivable surface

We know construction is disruptive and are working as fast as possible to install this pipeline to serve Hillsborough County’s needs by the end of 2028. For more information, visit SouthHillsboroughPipeline.com.

Pipeline Crews Prepare for 2026 Hurricane Season

Hurricane season in Florida begins today and continues through Nov. 30. As residents prepare for potential storms, crews on the South Hillsborough Pipeline project also take steps to ensure project sites are prepared.

Garney, the construction manager for the project, reviews and updates its hurricane procedures annually in advance of hurricane season. These procedures follow industry best practices to help protect surrounding communities and secure work zones when severe weather is forecasted.

Days before a predicted hurricane’s landfall, crews begin implementing storm preparation plans to keep roadways and storm sewers open, including:

  • Backfilling and securing open trenches
  • Tying down barricades and staged materials
  • Stabilizing and securing equipment
  • Removing silt barriers from storm sewer inlets to maximize drainage
  • Ensuring roadways and evacuation routes are open
  • Emptying and securing port-o-lets

Tampa Bay Water, Garney and the entire South Hillsborough Pipeline project team closely monitor weather conditions. Should tropical activity threaten our area, we’ll keep residents updated as we initiate our procedures.

Ronele Drive Surveying Begins May 28

As early as Thursday, May 28, 2026, surveyors will be working along Ronele Drive, placing stakes to mark temporary construction easements. These are areas that have been pre-determined as necessary for access or construction of the South Hillsborough Pipeline.

Temporary construction easements can be located on both private and public property. For those locations on private property, agreements have already been made with the property owners.

Once surveying is complete, expected sometime in mid-June, crews will trim and/or remove trees and shrubbery from the temporary and permanent construction easements. A certified arborist will oversee tree trimming and removal. Every effort will be made to preserve trees where possible.

Actual construction of the pipeline is expected to begin in late June or early July, weather permitting, and is anticipated to last approximately five months.

Survey crews and tree crews will work Monday through Friday from 7 a.m. to 6 p.m.
