South Kings Ave. Open South of Bloomingdale Ave. on Thursday

South Kings Avenue will be open south of Bloomingdale Avenue either late tomorrow night (April 29) or in the early hours of Thursday (April 30). Traffic will be diverted to the west side of the road, with one travel lane in each direction.  

Lane delineators will be in place for traffic safety until the intersection is restored in mid-June. Left-hand turns will be restricted in that area; however, businesses can still be accessed: 

  • Happy Jalapeño Market, Bacon Egg and Cheese and Al’s Barn will be accessible on South Kings Avenue from the northbound lane only.  
  • Mobil Station will be accessible from the northbound lane of South Kings Avenue and Bloomingdale Avenue.
  • Kings Row Plaza will be accessible from the southbound lane of South Kings Avenue and Bloomingdale Avenue.
  • Pediatric Dentistry of Brandon will be accessible via Kings Row Plaza or southbound lane of South Kings Avenue.   

Crews will continue to work on the north side of the intersection to install the pipeline on South Kings Avenue by open trench from Bloomingdale to Ronele Drive. Then crews will restore, re-stripe and fully open the intersection of South Kings and Bloomingdale.

South Kings Avenue is reduced to one lane northbound and one lane southbound at Bloomingdale Avenue. Traffic is shifted to the west side of the road.

S. Kings Ave. Traffic Pattern Changes Tomorrow

Beginning at 7 a.m. on Saturday, April 25, 2026, the traffic pattern will change again on South Kings Avenue. Active construction will take place just south of Kings Row Plaza to Greenbriar Drive for approximately five days.  

Access will be maintained to Kings Row Plaza, Happy Jalapeño Market, Bacon Egg and Cheese and Al’s Barn from Bloomingdale Avenue. Pediatric Dentistry of Brandon will be accessible via Kings Row Plaza or via the detour that is currently in place. 

After this work is completed, South Kings south of Bloomingdale will be one lane in either direction through the intersection and the Mobil Station and food trucks will be accessible on Kings from the northbound lane only. 

Crews will continue to work on the north side of the intersection to install the pipeline on South Kings Avenue by open trench from Bloomingdale to Ronele Drive. Then crews will restore, re-stripe and fully open the intersection of South Kings and Bloomingdale. They expect the intersection to be opened by mid-June.

McMullen Road Closed Starting May 4

Beginning at 9 a.m. on Monday, May 4, 2026, McMullen Road will be closed between McMullen Loop and Donneymoor Drive for South Hillsborough Pipeline construction. During this time, McMullen Road will remain open to local traffic only from Donneymoor Drive to Boyette Road.   

Work on McMullen Road is expected to last approximately two months and traffic patterns will change as work progresses south. During the first phase of work, traffic at Donneymoor Drive and Boyette Farms Drive can turn only south onto McMullen Road. Citgo and Pars Food Mart will be accessible via McMullen Loop. CVS, Washed Up, Christian Brothers Automotive, and 7-Eleven will be accessible via Boyette Road. 

Through-traffic will be detoured using McMullen Loop, Balm Riverview Road and Boyette Road. See map below or click here for detour information.  

Motorists should expect delays. Please use caution when driving, biking or walking in the area. Crews will work Monday through Saturday from 7 a.m. to 6 p.m.

Unlawful Activities in Construction Zone

In the past two weeks, two separate incidents have occurred in or near Tampa Bay Water’s construction sites, one of which resulted in an arrest. We appreciate the diligence of the community in reporting these incidents to help ensure safety in and around active construction zones. Below is additional information about these incidents. 

Trespassing is Illegal

Trespassing in a construction zone is not only dangerous, it’s illegal. Even at night, when machinery is not moving, construction sites pose numerous hazards that can lead to serious injury or death. 

Our contractor has fenced and clearly designated construction sites as such with posted “No Trespassing” signs. Please know that entering a fenced construction site can lead to immediate arrest and violators may face felony charges. 

Moving Barricades and Signs is Illegal

Likewise, it is unlawful to move barricades, barrels or detour signs. Barricades, barrels, detour signs and other road signs are put in place to protect the safety of motorists and pedestrians, as well as our workers who may be on site.

Under Florida law, it’s unlawful to:

  • Tear down or deface any detour sign. 
  • Drive around any barricade erected for the purpose of closing a section of street under construction. 
  • Remove a construction barricade.

Safety is our number one priority. As construction moves to different locations, we want to remind residents that they can help keep everyone, especially young people, safe by emphasizing the dangers and unlawfulness of entering a construction site. Please also talk to your children and teens about the importance of leaving barricades, road closure and detour signs undisturbed.

Open-trench Construction Begins

Construction on the South Hillsborough Pipeline project is moving forward in many locations from Brandon to Fishhawk. About 24 of the project’s 26 miles are being built by open-trench construction method, which allows workers to install the pipe at a quicker pace and a lower cost. Open-trench construction is currently underway on South Kings Avenue south of Bloomingdale and will move north of Bloomingdale in the next few weeks. Open-trench construction will also start soon at Limona Road south of the railroad tracks.  

What to Expect During Open-trench Construction

As construction moves into your area, you can expect to hear construction activity and see crews:

  • Trimming and removing trees from the right of way and temporary and permanent construction easements
  • Installing shallow wells that will be pumped continuously to remove shallow groundwater from the areas to be excavated.
  • Bringing heavy equipment, machinery and pipe materials into the area
  • Excavating trenches into which pipe segments are installed
  • Backfilling trenches and placing temporary, driveable surfaces on the roadway

Within six months of the pipeline being fully constructed and put into service, all construction areas will be restored to pre-existing conditions.

Notifications & Detours

About two weeks before construction occurs in your neighborhood, you will see electronic message boards notifying you of upcoming construction. If you live along the route you will also receive door hangers about a week before construction begins.

Right before construction begins, you’ll see detour signs and barricades to route traffic around construction zones.

Moon Ave. Closed at Brandon Blvd. Starting April 20

Beginning at 8 a.m. on Monday, April 20, 2026, Moon Avenue will be closed at Brandon Boulevard (State Road 60) as part of the South Hillsborough Pipeline construction project. Crews will be excavating two pits, one on North Moon Avenue and the other on South Moon Avenue, to install the pipeline beneath Brandon Boulevard. 

  • North Moon Avenue will be closed to through traffic south of West Morgan Street. 
  • Traffic traveling south on North Moon Avenue will be detoured via West Morgan Street to North Parsons Avenue to Brandon Boulevard.  
  • South Moon Avenue will be closed between Brandon Boulevard and West Robertson Street. 
  • Traffic traveling north on South Moon Avenue will be detoured via West Roberston Street to South Kings Avenue to Brandon Boulevard.

PNC Bank, Arnold Dentistry, the shopping center at 247 West Brandon Boulevard, Wendy’s, Milka’s Beauty Salon and the Brandon Retail & Office Center will be accessible via Brandon Boulevard. Leonard’s Academy of Dance, Brandon Medical Center, Brandon Transmission and Parker Pawn will be accessible via Robertson Street to South Moon Avenue.

North and South Moon avenues are closed at Brandon Boulevard. Detour using Brandon Boulevard, South Kings Avenue, West Robertson Street and South Parsons Avenue.

S. Kings Traffic Pattern Changes Wednesday

The traffic pattern in this area will change frequently over the next month. We will post updates before each change to help keep you informed. 

The traffic pattern change scheduled for today at South Kings Avenue south of Bloomingdale Avenue has been delayed to Wednesday, April 15, barring unforeseen circumstances. When the change goes into effect, South Kings Avenue will be closed from Bloomingdale Avenue to just south of Kings Row Plaza for approximately two weeks for pipeline installation.  

Answering Your Questions 

Tampa Bay Water’s project team values the input and interactions we’ve had with residents and businesses since we started construction. We know construction can be challenging for the community, and we appreciate your patience and your questions. In fact, we’ve noticed some questions are recurring, so from time to time, we’ll share some of those questions and the answers with our email subscribers. 

Why can’t you give us a better idea of the schedule? Why does the schedule change so much?  

Scheduling construction across the 26-mile pipeline route is a challenge. Crews are working simultaneously at multiple locations and there are many variables that affect the schedule, including property acquisition, permitting, subcontractors’ schedules, weather, material delivery, other nearby construction that affects traffic, and more. 

The project team is committed to communicating the schedule for upcoming work, road closures and detours, as well as communicating changes when they happen. 

Fishhawk Blvd. Sidewalk Closure Starts Monday

The sidewalk on the south side of Fishhawk Boulevard will be closed from Osprey Ridge Drive to Hammock Crossing Drive starting Monday, April 13, 2026. Non-transported students (those who do not receive bus service) who attend Randall Middle School and Newsome High School need to cross Fishhawk Boulevard at either Fishhawk Ridge Drive or Fishhawk Crossing to use the sidewalk on the north side of Fishhawk Boulevard. 

Randall and Newsome students who live off of Osprey Ridge Drive, both north and south of Fishhawk Boulevard, receive bus service so no changes are needed. Parents and guardians of students who are eligible to receive bus service can contact their student’s school for bus stop information.  

Bevis Elementary students who live outside the Osprey Ridge Drive area receive bus service so no changes are needed. Barrington Middle School students who are eligible receive bus service, no changes are needed.  

A pedestrian detour will be put in place on Monday as an alternative for students who need an option other than the yellow school bus or being transported by a parent/guardian (see map below). 

The contractor installing the South Hillsborough Pipeline is closing the sidewalk for safety purposes during construction. Fishhawk Blvd Sidewalk Closure Detour

Update: Limona Rd. Construction & S. Kings/Bloomingdale Traffic Pattern

24-Hour Operations Begin April 8 at Limona Rd. Railroad Crossing 

Starting at 7 a.m. on Wednesday, April 8, 2026, crews will begin 24-hour operations to install the South Hillsborough Pipeline beneath the CSX railroad tracks at Limona Road. This work involves installing a section of the pipeline underneath the railroad tracks without disturbing rail operations.

Work is expected to continue around the clock for approximately three days, but could take longer, depending on how quickly work progresses. During this time:
  • Residents may hear construction activities, including equipment noise and backup alarms.
  • Portable lighting will be used to illuminate the work area and will be directed away from nearby homes.
  • Access to nearby businesses and properties will be maintained throughout this construction.

Rain Delays New Traffic Pattern at S. Kings Ave. and Bloomingdale Ave.

The new traffic pattern scheduled to begin April 8, 2026, at South Kings Avenue south of Bloomingdale Avenue has been delayed due to rain. The new traffic pattern is now planned to begin at 7 a.m. Monday, April 13, 2026.

At that time, South Kings Avenue will be closed from Bloomingdale Avenue to just south of Kings Row Plaza for approximately two weeks for pipeline installation. South Kings Avenue remains closed to through traffic from Center Avenue to Bloomingdale Avenue. Residential access will be maintained via the detour.
  • Kings Row Plaza and Mobil Gas Station will be accessible via Bloomingdale
  • Happy Jalapeño Market, Bacon Egg and Cheese, Al’s Barn and Pediatric Dentistry of Brandon will be accessible via the South Kings Avenue detour

Fishhawk Blvd. Sidewalk Closure Update

Reminder: The sidewalk on the south side of Fishhawk Boulevard will be closed on Monday, April 13, 2026, from Hammock Crossing Drive west to Osprey Ridge Drive. Please be aware that the contractor will be moving equipment and machinery into the area between Osprey Ridge and Fishhawk Ridge drives this week, so bicyclists and pedestrians should use caution. If needed, flaggers will direct sidewalk users around materials. 

The contractor building the South Hillsborough Pipeline is closing the sidewalk to keep residents safe during construction and restoration.  

Students who live in Fishhawk Ranch and use these sidewalks will need to take buses to school or arrange for other transportation while the sidewalk is closed. Parents and guardians should contact their student’s school if you need bus stop information. 

Once completed, the South Hillsborough Pipeline will carry up to an additional 65 million gallons per day (mgd) of water from the Tampa Bay Regional Surface Water Treatment Plant in Brandon to Hillsborough County’s Lithia Water Treatment Plant and a new water treatment plant in the Balm area. For more information, visit SouthHillsboroughPipeline.com
