Schedule in Flux as Permit Review Continues

Tampa Bay Water knows that residents and businesses are eager to learn the start dates of construction in their areas, but the construction schedule remains in flux until we receive an important permit.

The project team is still awaiting approval of the Hillsborough County right-of-way permit. Until that permit is in hand, we are unable to start construction in other locations or update the project schedule.

If the permit is received soon, crews are standing by to:

  • Mobilize equipment at Limona Road at the CSX railroad to begin working on the microtunnel under the railroad (tentatively scheduled to begin Jan. 22). This work was moved up so crews can install the pipeline in front of Brandon High School over the summer months.
  • Mobilize construction equipment in an easement at the Myron and Helen Gibbons Nature Preserve on the north side of Boyette Road, just west of Bell Creek (tentatively scheduled for the week of Jan. 19).

Work at Woodberry Road and Lakewood Drive will occur after the microtunnel at Limona Road and the railroad is completed.

Continuous Vibration Monitoring Ensures Safety

Crews will be using specialized equipment during pipeline construction of the South Hillsborough Pipeline that may cause brief, noticeable vibrations in your homes or businesses. This vibratory equipment generates ground vibrations that travel outward from the active work area and will naturally dissipate with distance.

Please be assured that all vibration levels will remain well below the safety limits established by the United States Bureau of Mines for residential and commercial structures.

To maintain compliance and protect surrounding properties, vibration monitors are in place near active work areas. These instruments continuously record vibration levels and send automated alerts to Seismic Surveys LLC and Garney Construction if readings approach allowable limits so adjustments can be made immediately.

Continuous monitoring provides accurate, objective data to confirm that construction activities remain within safe limits at all times.

Safety Alert: Barricades and Cones Must Stay Put

As we head into the holiday season, our construction crews will break from Dec. 25 through Jan. 4. While work pauses, tunnel shaft areas will be secured and construction equipment will remain on site, so safety barriers and lane closures remain in place. 

Please do not move barricades, cones or detour signs even if the site appears quiet. These barriers are in place to protect the safety of motorists and pedestrians, and our workers who may be on site.

It’s important to remember that under Florida Statutes Title XXII, Chapter 316, Section 078, it’s illegal to:

  • Tear down or deface any detour sign.
  • Remove or drive around a construction barricade.

Violating this law is a misdemeanor offense in the state of Florida and can result in serious penalties.

New Traffic Pattern Dec. 3 at Kings and Bloomingdale

South Kings Avenue Closed the Night of Dec. 3

From 9 p.m. Dec 3 to 6 a.m. Dec 4, 2025, crews will restripe the intersection of South Kings and West Bloomingdale avenues in preparation for a new traffic pattern to accommodate construction of the South Hillsborough Pipeline. During this work, South Kings Avenue will be closed to all traffic between Buckhorn Creek Road and Greenbriar Drive, and West Bloomingdale Avenue will be reduced to a single lane in each direction from Sherry Drive to Buckhorn Circle. Motorists heading northbound on South Kings will be detoured to John Moore and Providence roads. Motorists heading southbound on South Kings will be detoured to Sherry Drive (just west of Kings Avenue) and Greenbriar Drive.

New traffic pattern begins Dec. 4 on South Kings Avenue

Beginning at 6 a.m. Thursday, Dec. 4, a new traffic pattern will be in place for South Kings Avenue for construction of the South Hillsborough Pipeline: 

  • South Kings Avenue will be reduced to one lane in each direction at West Bloomingdale Avenue, between Buckhorn Creek Road and Greenbriar Drive. 
  • The single northbound lane of South Kings will be redirected to the west side of the road just south of Bloomingdale. 
  • Motorists traveling on South Kings can still turn east or west onto Bloomingdale, but there will be no dedicated left turn lanes. 
  • A 35-mile-per-hour speed limit will be in effect. 

Motorists should expect delays. Please use caution when driving, biking or walking in the area. Through-traffic may want to use John Moore and Providence roads as alternative routes for north-south travel. 

This traffic pattern will be in place 24/7 for approximately four months until tunnel work is complete. Active construction work will occur Monday through Saturday. 7 a.m. to 6 p.m. Crews will take a holiday break Dec. 25 – Jan. 4, but the lane closures remain in effect. 

Crews will be working along South Kings Avenue on both sides of West Bloomingdale Avenue to excavate tunnel pits and install the 5-foot diameter drinking water pipeline beneath Bloomingdale Avenue.

Postponed: Pipeline Work at Kings/Bloomingdale Intersection

South Hillsborough Pipeline tunneling work at the intersection of South Kings and West Bloomingdale avenues has been postponed, pending permit approval. The normal traffic pattern remains in effect. 

Updated dates for the traffic pattern change and tunneling work will be provided as soon as they are available.

Pipeline Construction to Begin as Early as Nov. 10

Crews will mobilize construction equipment for the South Hillsborough Pipeline as early as Monday, Nov 10, to prepare for a horizontal directional drill (HDD) under Fishhawk Creek. Once they begin, crews will be working daily from 7 a.m. to 6 p.m. Monday through Saturday along the south side of Fishhawk Boulevard.

This work is expected to have minimal impacts to motorists and pedestrians: No traffic impacts are expected on Fishhawk Boulevard other than trucks entering and exiting the work area. Sidewalks will remain open, though flaggers may briefly pause pedestrians and cyclists when construction equipment needs to cross the sidewalk.

Residents will first see crews installing safety fencing and staging about 2,000 feet of pipe and other equipment along the edge of the right of way. Crews will then begin the HDD process by creating a pilot hole, reaming it to the desired diameter, and then pulling the pipe back through the enlarged hole. This process requires the entire length of the pipe to be laid out on the ground prior to it being pulled through.

This trenchless crossing is one of 17 along the 26-mile pipeline route. Trenchless crossings allow crews to install the pipeline beneath waterways and roadways to minimize impacts.
